It is a halfwidth form of U+3164 (compatibility decomposition <narrow>). NFC and NFD leave it alone, but NFKC and NFKD replace it with U+1160. Search engines, identifier checks and username systems that apply NFKC will treat the two as the same text.

It renders as an empty space but does not have the White_Space property. Functions that trim or collapse whitespace leave it in place, which is why it is often used to make names or messages that look blank.
